Residence Permit Applications Started to Be Made Through Notary Public Offices

In this week's blog post, we will be sharing the official announcement from the Migration Management regarding the possibility of applying for residence permits through notaries.

The ability to apply for residence permits through notaries represents a significant innovation in Turkey’s residence permit processes. Previously, applications could only be made through the Migration Management or the e-residence system, but now they can also be submitted through notaries. This change aims to make the residence permit application process more accessible and convenient, especially for foreign nationals.

In residence permit applications through notaries, applicants can submit the necessary documents in the presence of a notary and initiate the application process. This is expected to provide great convenience, especially for foreigners facing difficulties with language barriers and bureaucratic procedures.

It can be said that this regulation was introduced to manage the increasing foreign population in Turkey and to reduce the intensity of residence permit applications.

According to official statements made by the Migration Management, foreigners who come to Turkey legally for reasons such as commerce, tourism, work, science, health, and education can now also apply for residence permits through notaries. The new practice aims to simplify the residence permit application process for foreigners contributing value to Turkey.

A protocol signed between the Directorate General of Migration Management and the Turkish Notaries Union allows foreigners who come to Turkey for the aforementioned reasons to submit their residence permit application files through notaries. This enables the use of the extensive notary network throughout the country, providing more access points for residence permit applications.

Started Nationwide on July 17

The practice was first launched as a pilot program in Ankara on June 14, 2024, and has been implemented across all of Turkey as of July 17, 2024.

How Does the Process Work?

Foreigners who come to Turkey for reasons such as tourism, commerce, education, or health tourism can submit their residence permit application files to notaries in their province, as well as to the Provincial Directorate of Migration Management. After the application is submitted, notaries send the documents to the Provincial Directorate of Migration Management for review and decision-making. The final decision is made by expert personnel at the Provincial Directorate of Migration Management.

No Procedures for Foreigners Under Temporary Protection or International Protection Can Be Carried Out via Notaries

Notaries only accept residence permit application files. No procedures related to Syrians under temporary protection or foreigners under international protection in Turkey can be processed through notaries.
